The Collapse of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The succession of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are fought: optimistic declarations are issued from multiple capitals. Immense energy is expended on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from across the border, a capability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems thundered: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every firing shakes the surroundings, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: possibly the hostile projectile won't strike its target this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Not long after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – probably Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it maintained course toward its destination.

Periodically, this persisted until dawn. Kyiv greeted the morning news: several casualties, devastation and utility failures in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's essential dependence on external assistance – a dependence that European nations are clearly incapable to replace in the immediate future.

Failed Diplomacy

The detailed framework from American leadership provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new proposal from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This pattern will, no doubt, endure.

Tactical Assessments

It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership functions according to a principle familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is impossible to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's occupied territories.

The problem is that while recognising this factual reality, Washington does nothing to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not change more in its advantage in the coming year.

Conflicting Perspectives

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but preventing a total frontline collapse until circumstances change in its favour.

Present Conditions

Realistically, there are no real preconditions for a armistice. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
